1. Background
IETA is an international non-profit industry association, working to promote effective market-based solutions to climate change. We work together with our 300+ corporate members globally, to scale up emissions trading systems, voluntary carbon markets, and international cooperation under Article 6 of the Paris Agreement.
The Business Partnership for Market Implementation (B-PMI) is an IETA initiative which supports emerging carbon markets in select countries. Currently the B-PMI programme is active in Indonesia, Malaysia, Mexico, West and East Africa. Through B-PMI, IETA works together with a group of sponsor companies to share best practices and give input on market design and policy development; help businesses identify opportunities in voluntary, compliance, and Article 6 markets; and support the emergence of new global carbon pricing architecture.
Indonesia is a priority jurisdiction for BPMI, given the scale of the country, its leadership ambitions on carbon markets, the importance of REDD+, growing engagement in international carbon market cooperation, and need for private sector alignment and support. In October 2025, IETA’s B-PMI signed a Memorandum of Understanding (MoU) with the Ministry of Forestry to advance carbon market developments in Indonesia.
To support constructive engagement with Indonesian policymakers and market stakeholders, IETA seeks to appoint an Indonesia-based consultant to represent BPMI interests, facilitate dialogue, and provide technical and strategic support on carbon market developments.
2. Objectives
The primary objectives of the consultant are to:
Strengthen IETA BPMI’s engagement with the government and key domestic stakeholders to advance the effective development of carbon markets in Indonesia.
Act as a liaison between the Indonesian government, the IETA Secretariat and B-PMI Steering Committee companies to enhance communication and ensure the timely delivery of objectives.
Enhance involvement and impact of IETA’s B-PMI on key policy priorities through a trusted local presence in Indonesia; e.g. the opening up of the voluntary carbon market (VCM), establishment of an effective national registry, constructively progressing REDD+ nesting discussions, the development of an authorisation framework for Article 6 activities.
Enhance IETA B-PMI’s visibility, credibility, and network in Indonesia through targeted outreach, meetings, and events to facilitate investments & business matching.
3. Scope of Work and Responsibilities
The consultant will:
Act as a liaison between the Indonesian government, Indonesian private sector stakeholders, the IETA Secretariat focal point and the B-PMI Steering Committee.
Prepare, develop and deliver clear, policy-relevant presentations and briefing materials for bilateral, roundtable, and technical meetings on Article 6, VCM, ETS and REDD+.
Support the organization of virtual and in-person meetings, workshops and roundtables, including by identifying and liaising with key stakeholders, in close coordination with the IETA Secretariat focal point.
Participate in regular B-PMI Steering Committee meetings, providing verbal and written summaries of key carbon market developments in Indonesia.
Participate in and represent IETA’s BPMI in relevant workshops (including adhoc meetings) related to carbon market development in Indonesia, with a particular focus on:
Voluntary carbon markets (VCM)
Article 6 cooperation under the Paris Agreement (including CORSIA)
Registries, MRV systems, and market infrastructure
REDD+ architecture and nesting approaches
4. Qualifications and Requirements
At least 5 years of experience in climate policy and government relations, preferably in carbon markets, emissions trading, Article 6, and REDD+.
Excellent communication skills, with the ability to explain complex technical issues clearly to non-technical audiences and coordinate large-scale meetings.
Strong understanding of the Indonesian policy and institutional context, particularly relevant ministries, regulators, and key stakeholders.
Proven experience engaging with government counterparts, international organisations and private sector stakeholders.
Ability to work independently, manage time effectively, and coordinate closely with an international secretariat.
Fluency in Bahasa Indonesia and English (excellent command, spoken and written).
Located in, or near, Jakarta, Indonesia. The consultant may be requested to attend in-person meetings at short notice. No international travel is expected within the scope of the contract.
5. Conflict of Interest and Confidentiality
The consultant shall avoid any situations that may give rise to a real, potential, or perceived conflict of interest with the objectives and activities of IETA and BPMI. Any potential conflicts must be disclosed to IETA promptly upon identification.
The consultant shall not engage in activities, advisory roles, or representation that could reasonably be considered to conflict with their responsibilities under this Terms of Reference, unless explicitly agreed in writing by IETA.
All information, documents, and materials obtained or developed in the course of this consultancy shall be treated as confidential and shall not be disclosed to third parties without the prior written consent of IETA, except where disclosure is required by law. These confidentiality obligations shall survive the termination or completion of the consultancy.
6. Contractual Arrangements
Part-time consultant
Duration: Annual contract
Indicative annual value: USD $20,000 – $30,000 (depending on level of engagement and workload)
The consultant will invoice monthly based on actual hours spent on deliverables, within the agreed ceiling.
7. Management and Reporting
The consultant will report directly to IETA’s International Policy Manager – APAC Lead, based in Singapore, and work in close coordination with the IETA Secretariat.
